§ 1 General provisions
- These rules define the terms and conditions of participation in Open Call 2022 photo contest (herein known as the competition), organised by the EU's regional Communication Programme for the Eastern Neighbourhood (EU NEIGHBOURS EAST*) on behalf of the European Commission with the specialised support of Fundacja Edukacji Wizualnej** (the main organizer of Fotofestiwal International Festival of Photography in Lodz, Poland).
*EU NEIGHBOURS EAST is an EU-funded Regional Communication Programme for the Eastern Neighbourhood, which complements and supports the communication of the Delegations of the European Union in the Eastern partner countries, and works under the guidance of the European Commission’s Directorate-General for Neighbourhood Policy and Enlargement Negotiations, and the European External Action Service. EU NEIGHBOURS east is implemented by a B&S Europe-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes the 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.

- Participation in the competition is free of charge.
- The aim of the competition is to select one overall winner from each of the Eastern partner countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine) and to showcase the winning content on EU NEIGHBOURS EAST social media channels and euneighbourseast.eu website, as well as the Fotofestiwal's website.
§ 2 Terms of participation in the Contest
- The competition is open to professional photographers.
- To enter, photographers confirm that they work professionally as a photographer, or have at some point in their career, and must be able to demonstrate professional career, by adding a link to a public website/social media page and briefly describe this career. A professional career is defined by having at some point earned an income from photography or exhibited or published his/her work. If requested, photographers will need to prove their status either as a professional or non-professional.
- There are no restrictions concerning interpretation of the theme and technique of works.
- Photos sent should be taken no earlier than 5 years ago.
- One photo project (between 8-20 photographs) authored by a Participant of the competition can be registered as one submission.
- Photo projects authored by duets or collectives can also be submitted.
- Group curator exhibitions will not be taken into consideration.
- Works included in the competition should be authored by the submitting person (or persons in the case of duets and collectives), by no means can they be encumbered with third-party rights.
- Each participant of the competition agrees to the Organizer using their email address for communication purposes.
- On entering the competition, entrants confirm that they possess the required consent and any assignment of rights necessary for their photo series.
- The shortlisted and winning works will be presented on social media and on the websites of EU NEIGHBOURS east (www.euneighbourseast.eu) and on the Fotofestiwal (www.fotofestiwal.com) websites and will be used for promotional purposes by the European Union institutions, EU NEIGHBOURS EAST Programme and the Fundacja Edukacji Wizualnej within the framework of the contest itself.
- Those shortlisted and winners of the competition will be asked for a scan of their passport or official identification document to prove that they meet the competition criteria.
- Submitting the Photo project

The participant shall follow the process of registration according to the form on the Picter website picter.com/

The information concerning the participant and their entry as per the application form should be as precise as possible.

Submissions cannot be changed after the deadline.
- Entry criteria:
1. The entrant must comply with the following criteria:
- be a professional photographer who is an adult citizen (18+) and has current legal resident status in one of the following countries: Armenia, Azerbaijan, Belarus*, Georgia, the Republic of Moldova, Ukraine*.
*Belarusian and Ukrainian citizens are eligible to apply if currently legal permanent residents and located in either country, or relocated in the last three years to an EU member state, to one of the above mentioned Eastern partner countries, or to a European country (Albania, Bosnia and Herzegovina, Iceland, Kosovo, Liechtenstein, Montenegro, Norway, Serbia, Switzerland, Turkey and the United Kingdom).

A basic description of the photo project, up to 2000 characters
§ 3 Evaluation of projects and prizes

Evaluation of the entries will be carried out by a professional Jury appointed by the Organizer after the preselection done by the program board of the Fotofestiwal, all the Jury members are allowed to join the preselection process.

Decisions of the Jury are final and cannot be appealed.

The Jury has no obligation to justify their decisions or provide information on the course of deliberations.

From the proposed entries (photo projects), the Jury will select 18 photo projects to be shortlisted as finalists - three from each country: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine.

From the shortlisted entries (photo projects), the Jury will select six (6) winning photo projects - one winner per each country: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine.

Agreements will be signed with the authors of the winning works to agree non-exclusive and non-commercial rights for the use of the photos by the European Union institutions and agencies, as well as the EU NEIGHBOURS EAST Programme.

Prizes:
- The income obtained from the monetary award in the Contest (as referred to in point 7) is subject to the flat-rate taxation in the amount of 10% of the monetary award value. An additional benefit in the amount of 11.11% of the monetary award's gross value shall be added to the monetary award. The flat-rate tax shall be paid by the Organizer of the Contest. The Organizer of the Contest has a right to deduct the amount of flat-rate tax from the amount of the additional benefit.
§ 4 Final provisions
- Submissions that do not comply with the rules shall not be taken into consideration and the Organiser is not under any obligation to communicate such matters.
- Announcements and information concerning the Contest will be published on www.fotofestiwal.comand https://euneighbourseast.eu/ on 22 November 2022

- The Organizer reserves the right to stop, change or prolong the Contest deadlines due to any unforeseen reason or force majeure.
- The Organizer has the right to cancel the Contest without giving any reason
- The Organiser has the right to not select the winner(s) without providing any reasons.
- Entrants who do not meet the requirements stated in these Terms and Conditions or provide false information shall be automatically eliminated from the Contest.
- By entering the Contest (submitting the Photo project), the participant accepts these Terms and Conditions.
